What is the engine computer reporting with P0221?

This code sets when sensor B's voltage is within its normal electrical range but does not move the way it should compared to sensor A or to the commanded throttle position. The computer catches this by cross checking the two sensors against each other on every drive cycle. It usually means one sensor has drifted out of calibration rather than failed outright.
